The upcoming installment's story takes place amidst signs of postwar reconstruction in the winter of 2028. Tensions are rising in New Port City as demonstrations are held concerning the interests of foreign cartels. This leads to a shooting incident involving riot police. It all started with a cyberbrain infection released by the terrorist "Fire Starter." An independent offensive unit led by Makoto Kusanagi entrusts the suppression of the situation to their ghosts and aims for their own justice. Below the surface of the incident, lies the "tin girl" Emma and the "scarecrow man" Burinda Junior. As Kusanagi deals with the incident, she draws near to what those two ghosts were seeking.

Abandoned by his parents and given a monumentally large debt as a Christmas present, 16-year old Ayasaki Hayate is at the lowest point of his life. On board the train to Tokyo to meet her boyfriend Shoji, Nana Komatsu (“Hachi”) happened to sit beside Nana Osaki who was traveling to Tokyo to fulfill her dreams of becoming a musician. The vocalist for her punk band “Blast”, Nana aims for a major debut for “Blast” in Tokyo where her boyfriend, Ren, is the guitarist for a popular band “Trapnest”. Sharing the same name “Nana”, both girls quickly form a bond of friendship. Their paths cross again when they encounter each other while searching for accomodation in Tokyo. Eventually they decide to live together in the same unit and this further strengthens their bond as the two “Nana(s)” go through their love lives and career. The two completely different girls who share the same name; Oosaki Nana and Komatsu Nana (Hachi) meet on a train to Tokyo. Oosaki Nana leaves her band ‘BLAST (Black Stones)’ to become a pro musician and Hachi moves to Tokyo to be with her boyfriend, Shouji. Girls encounter each other while looking for the same apartment, and they decide to live together. From that moment on, they face the hardships and good things of the life together…

Suddenly, there appeared a dark, shadowy man wearing a Okina mask, and by using a Japanese sword and Bow, murdered the three men instantly. At the same time as this incident, Osaka and Kyoto also had one man murdered each. The police department concluded that the Five men that died were members of the "Genjibotaru", a group of thieves who had repeatedly stole various artifacts and art pieces from the cities of Tokyo, Osaka and Kyoto.

Police officers are targeted and killed by an unknown person. Thinking the suspect is connected to the police force, they are keeping quiet about the situation. Though when officer Satou Keiji is injured by this killer, Ran is the only eye wittiness. Suffering from traumatic shock, she loses her memory of everything in her life. As a result, the killer now knows that Ran has seen his/her face, and plans to get rid of the only eye witness. Conan must find the murderer while protecting his identity.
